Possible the instructions werent clear in nfo for Vista/Win7 users. You must copy the rmt.dta and the vista_inst.bat to your install directory and then run the vista_inst.bat by double clicking on it. Also the new shortcut to TR in start menu/desktop is void of an icon, simply right click, properties and choose any icon you wish.

When updating just update definitions and not program files.
